The TAPAJ National Event are back ! For two days, our network will be together to think, share and exchange ideas.

This edition will focus on a centrale question :
“Europe of health, Europe of precariousness : what future for a holistic approach ?”

On the program :

- Conferences and plenary sessions bringing together experts and researchers.

During these discussions, alongside our guest speakers, we’ll explore the need to break down silos in public action by identifying the political and social levers that can turn intention into practice. We’ll highlight the importance of an holistic approach to foster collective discussion on how to make it a share and lasting practice. Finally, we’ll dive into the topic of R&D : reviewing the actions carried out, lessons learned, and future direction for the experimental projects TAPAJ & Co et TAPAJ + 25 years.

- An afternoon wrap-up session will bring together different perspectives and help to identify concrete solution for the future.

- Urban walk with some TAPAJeur will offer you a chance to discover Lille by their side, while creative workshop will be available during the whole day !

These two days are an opportunity to strengthen connexions between social actors, show up the work done, and reaffirm that including young people facing severe precariousness is everyone’s responsibility.

2024 Social Housing Congress: A Full House for TAPAJ!

The 2024 National Social Housing Congress was held in Montpellier, where TAPAJ France participated as an exhibitor for the very first time. This national event marked an important milestone for the TAPAJ network, as it provided the opportunity to sign four framework agreements with major social housing providers. These partnerships will directly benefit thirteen TAPAJ programs across the country. And for the first time in TAPAJ’s history, these agreements are set to run until 2027, marking a shift toward long-term collaboration between the medico-social field and housing actors.

Since 2017, TAPAJ programs have been working hand in hand with social housing providers in the field. These partnerships have steadily expanded, reaching 60 partner organizations by the end of 2024. Today, this sector represents TAPAJ’s largest group of partners by number.

But it’s not only the number that’s growing; the quality and stability of these collaborations are also deepening. This was clearly demonstrated at the 2024 National Social Housing Congress.

The four organizations that signed long-term framework agreements during the event were: 3F Occitanie,Est Métropole Habitat Lyon, ICF Habitat Nord-Est, and LogiRep. These agreements are fully aligned with the French State’s commitment to TAPAJ under the French national anti-poverty strategy: the Solidarity Pact, reinforcing the shared goal of reducing youth insecurity.

Through these multi-year partnerships, housing providers are actively contributing to the fight against social exclusion and precarity among vulnerable youth. This type of long-term support is essential to embed TAPAJ programs in local communities and to ensure the sustainability of addiction centers that operate them.

In 2023, social housing providers accounted for 43% of all long-term contracts within the TAPAJ network; a figure that reflects both their growing engagement and their strategic importance to the future of the program.

3F Occitanie: The Largest Regional Deployment of TAPAJ to Date

The social housing provider 3F was already familiar with TAPAJ, thanks to its ongoing partnership with TAPAJ Bondy in the Île-de-France region.

Now, it’s the turn of its Occitanian subsidiary 3F Occitanie to step in and support the program on a much larger scale.

Through a newly signed framework agreement with TAPAJ France: the cities of Nîmes, Perpignan, Toulouse, and Montpellier will all benefit from this deployment.

This makes 3F Occitanie the largest regional partner to date in terms of coverage and number of TAPAJ programs supported.

The work hours offered across these four locations are a strong example of how the TAPAJ model can be adapted and expanded across multiple urban contexts: demonstrating its scalability and relevance in diverse territories.

With Est Métropole Habitat: A Lasting Public Partnership

Since 2021, Est Métropole Habitat (EMH) has been an active partner of TAPAJ Lyon, providing ongoing support for job sites that give vulnerable youth access to low-threshold work. Farida Kendri, formerly Social Innovation Officer at EMH and now Head of the Brosses Community Center, shared a powerful moment with us. She recalled how several TAPAJ participants working on a site in Villeurbanne asked to stay longer; not for the pay, but for the sense of purpose and belonging they had found.

To build on this success, EMH submitted a proposal to the City of Lyon for continued funding. The project received support, enabling the job sites to continue over the following years.

As Farida put it:
“Depending on the results of this experiment, if it proves successful, we could consider extending this initiative to several of our neighborhoods.”

This partnership with EMH shows how public housing actors can foster meaningful, long-term pathways for young people facing social and health-related vulnerabilities: right at the heart of their communities.

Two years later, TAPAJ participants in Lyon have proven their effectiveness:
Est Métropole Habitat has now committed to a three-year partnership!

The adventure will continue until 2027; and who knows, it may even inspire other public housing offices to join the movement!

A Commitment Across Four Territories with ICF Habitat Nord-Est

As part of TAPAJ’s growing network of housing partners, ICF Habitat Nord-Est has made a major step forward by signing a new framework agreement supporting four territories: Amiens, Lille, Metz, and Strasbourg.

TAPAJ was already familiar with the ICF group through ICF Habitat Atlantique’s partnership in Lorient. Now, the Nord-Est branch is fully on board—showing strong and immediate support for these four local programs.

The agreement guarantees a minimum of 3,000 hours of work per year across these sites, making ICF Habitat Nord-Est the leading housing partner for TAPAJ in the Hauts-de-France and Grand Est regions.

This level of commitment reflects a shared vision of long-term inclusion, and highlights the key role housing providers can play in supporting vulnerable youth through stable, territorially embedded partnerships.

LogiRep Is Rapidly Expanding Its Support for TAPAJ

It all began in 2022, with LogiRep supporting TAPAJ programs in Bondy, Évry, and Rouen. Today, the partnership has expanded to include TAPAJ Créteil, making LogiRep the leading housing provider in Île-de-France in terms of TAPAJ program deployment.

A subsidiary of the PolyLogis group, operating in both Île-de-France and Normandy, LogiRep has shown a deep commitment to the TAPAJ model, even in the face of challenges encountered on job sites.

Rather than becoming obstacles, these difficulties were turned into opportunities for dialogue, reflection, and adaptation; ultimately strengthening the partnership.

As Khadija Margoum said in her recently published TAPAJ profile.:

“The framework agreement reaffirms our determination to continue supporting this initiative, which focuses on the integration and assistance of vulnerable groups, while also contributing to the improvement of our tenants’ living conditions.”

The 2024 HLM Congress also offered a valuable space for new connections and exchanges with professionals across the sector. TAPAJ and LogiRep look forward to building on this momentum—and we’re confident that new collaborations are just around the corner.

Khadija Margoum (LogiRep): TAPAJ, Social and Economic Integration Supporting Tenants

Khadija Margoum is the head of the Social and Urban Development Department at LogiRep, a subsidiary of the Polylogis Group. The creation of her position in 2022 reflects the company’s commitment to social responsibility. Active in both Normandy and Île-de-France (excluding Seine-et-Marne), LogiRep pursues a CSR policy aimed at combating inequalities.

This commitment is demonstrated through its support of TAPAJ programs in Évry, Bondy, Rouen, and Créteil, where young participants have regular work opportunities within residential areas. On September 24, LogiRep renewed its support for the program by signing a multi-year framework agreement.

What is your role at LogiRep ?

I work in Île-de-France (excluding Seine-et-Marne) and Normandy as the head of the Social and Urban Development Department. When I started in this role, one of my first tasks was to support the implementation of the TAPAJ program across the LogiRep group as part of our initiatives aimed at promoting social integration in the region.

The concept of social and urban development may seem vague. Essentially, it involves developing initiatives to improve the living conditions and environment of our tenants, in collaboration with our eight regional agencies. We carry out these initiatives with local stakeholders (associations, tenant unions, and local authorities). I also oversee the coordination of the “DSU” division across the Polylogis Group, working with colleagues from other subsidiaries to share experiences on various projects.

Why partner with TAPAJ ?

The partnership with TAPAJ follows a needs assessment conducted across our various agencies. We decided to sustain and strengthen this type of initiative, currently implemented in Priority Urban Areas (QPV). It addresses a recognized need shared with local authorities. Expanding the program to different regions came naturally for us, as it improves the living environment through the actions carried out by TAPAJeurs. Their work provides additional services that enhance the daily lives of our tenants, complementing existing efforts in some residences.

Additionally, the program supports social integration by addressing health needs in collaboration with social workers, making it a comprehensive initiative. Within LogiRep’s evolving strategy, social integration plays a crucial role.

Since this is an integration-focused program, it differs from conventional service delivery. There may occasionally be absences or shortcomings, but we see this as an added benefit that helps ease the workload of our field teams.

How does TAPAJ fit into this new Group Strategy ?

This commitment is now built around five pillars that form the foundation of the Polylogis Group’s social integration strategy, aligned with its CSR policy:

Polylogis, a committed property owner;
Polylogis, a responsible buyer.

In line with these recently defined pillars, we are convinced that stable housing and improved living conditions are essential to social integration. Supporting vulnerable populations is a core priority. Our business strategy, which places CSR at the heart of the Group’s mission, reflects this commitment.

Our engagement goes beyond providing housing. We collaborate closely with social and community stakeholders to simplify access to rights, promote professional integration, and offer tailored social support. LogiRep aims to facilitate access to employment for individuals undergoing integration pathways. We also work to enhance inclusion by addressing employment and health needs, thereby reducing inequalities in these areas. Through TAPAJ, we provide opportunities for marginalized youth to reconnect with and access mainstream support systems.

Finally, the program contributes to improving the living environment of our residents by offering services that meet their needs, thus adding a complementary layer to our offerings. This aligns with our CSR policy priorities.

How is your collaboration with TAPAJ developing ?

The first work opportunities were organized with CAARUD Yucca in Bondy. The pilot project began in the areas of Noisy-le-Sec, Montreuil, and Saint-Denis and went smoothly, with positive feedback from tenants. We then continued with CSAPA in Évry and extended the initiative to Normandy while TAPAJ Rouen was being established. In 2024, we expanded the program to include the Val-de-Marne department.

Today, we are diversifying the types of work activities, ranging from the maintenance of common areas to enhancing residences, such as maintaining green spaces and shared gardens.

The collaboration is progressing well, with regular follow-ups and adjustments. This flexibility is crucial as it allows us to tailor the program to meet the specific needs of each region.

Currently, we are covering nearly all six areas with a TAPAJ structure. The challenge now is to maintain momentum and ensure smooth coordination to establish a strong and effective partnership.

What does the signing of the framework agreement on September 24 represent ?

The signing of the framework agreement reaffirms our commitment to continuing this integration-focused and supportive program for vulnerable populations, while also contributing to the improvement of our tenants’ living environment. It is important for us to highlight that there is still room for development and further reflection. In September 2022, we signed the first agreement from scratch for a one-year period. Since then, we have returned with concrete results, including many young people who have benefited from the program thanks to LogiRep’s collaboration with CAARUDs and positive outcomes achieved within this framework.

In this second phase of the partnership, one key focus—where improvement is needed—is to foster practice sharing between the different member organizations. This exchange of experiences and innovations helps each structure grow in its capacity to deliver results. We also aim to diversify the tasks of TAPAJeurs to avoid repetitive activities in certain regions.

Taking time to gather feedback is crucial, and this is an area we need to strengthen together. We need input from internal staff who implement the program and from the TAPAJeurs who have benefited from it. This will help demonstrate the program’s value as a comprehensive project addressing social, economic, and health aspects.

Do you have a word to describe the partnership with TAPAJ ?

“Positive.” It’s a very positive experience that needs to be strengthened. I would emphasize “consolidation” rather than expansion because I believe we have found a good balance. The challenge now is to sustain the program over the long term. Moving forward, we need to integrate it into our core values and communicate it to our staff.

This requires continuous dialogue since teams change over time. It’s different when someone has been informed about TAPAJ, understands its benefits, and knows why we implement it. We need to raise awareness to break down prejudices. To successfully implement TAPAJ, one must first be both informed and convinced of its value.

Ensuring the Safety of Our TAPAJ Participants

10% of those under 25 experience work-related injuries each year. This statistic is 2.5 times higher than for the rest of the working population, underscoring an important reality: young people are more susceptible to workplace accidents. TAPAJ prioritizes their safety.

France ranks poorly in workplace accident statistics across Europe, placing second in 2021. Addressing and preventing these incidents, as highlighted by sociologist Véronique Daubas-Letourneux in Ouest-France, represents a critical social justice issue.

Workplace Accident: What Does It Mean ?

By once again renewing the personal protective equipment (PPE) for all beneficiaries across the 72 programs this year, TAPAJ France, beyond fulfilling the legal responsibility of intermediary associations (IAs) as employers, focuses on ensuring the actual safety of its TAPAJ participants.

The definition of a “workplace accident” is clearly defined: a sudden or unforeseen event that occurs while the worker is under their employer’s authority, resulting in collateral damage. According to Matthieu Lépine in an article for Ash, several causes have been identified, including precarity, the extensive use of temporary or subcontracted labor, and the deterioration of working conditions. Lépine, a history and geography teacher, tracks work-related deaths to highlight these social issues, which are too often dismissed as isolated news stories.

To prevent serious incidents, employers are required to ensure the health and safety of their employees by taking preventive measures, providing training, and assessing risks. However, few acknowledge the need for heightened attention to young workers, who should be assigned appropriate tasks and placed under closer supervision.

Young workers, who are disproportionately affected by these accidents

In its report on young workers, the European Agency for Safety and Health at Work highlights that, in Europe, their risk of experiencing a workplace accident is 40% higher than that of older colleagues. The International Labour Organization identifies several contributing factors, including their high representation in precarious contracts such as apprenticeships, seasonal work, or temporary positions.

Temporary work, in which young people are overrepresented, is also criticized: “In temporary employment, the risk of a workplace accident resulting in leave (39.3 accidents per million hours worked) is twice the average,” notes Dares. Temporary work is common in high-risk sectors, where workers often receive less training. Additionally, the tripartite relationship between contractors, temporary employees, and staffing agencies complicates the assignment of responsibilities regarding prevention measures. These challenges are relevant to TAPAJ, as its young beneficiaries frequently undertake temporary contracts within a similar tripartite structure.

Raising awareness to ensure the safety of TAPAJ participants

TAPAJ France aims to provide a safe and healthy work environment for its participants. A 2018 study by the National Institute for Research and Safety (INRS) revealed that young workers educated on safety issues were twice as likely to avoid risks. In this effort, the association enlisted Antoine Coquel-Harambillet to help minimize risks on job sites. “A thorough analysis leads to effective risk control,” advises the quality, prevention, and environment manager at Vinci. In a video testimonial, he emphasizes the importance of aligning work demands—whether biomechanical, postural, or environmental—with the functional capacities of each individual.

To enhance safety, program coordinators visit job sites in advance. During these visits, Antoine Coquel-Harambillet introduced a form to be completed by both coordinators and contractors. This form follows the “5M” approach—method, equipment, materials, environment, and workforce—to identify potential risks and needs on-site. Additionally, young workers are supervised by educational teams during their assignments, ensuring proper support and guidance.

Preventing accidents also means ensuring the proper use of personal protective equipment (PPE). Our 72 local programs have just received their new gear! From T-shirts, beanies, vests, and jackets to socks, duffel bags, gloves, and caps—all branded with the association’s logo—TAPAJ participants will be better protected against workplace accidents.

Risk reduction is an approach rooted in addiction care that extends beyond that field to minimize work-related hazards. We are committed to upholding this practice to protect our participants!

Social Housing Partners: Pillars of TAPAJ’s Local Action

Social housing providers are our key economic partners. Over forty HLM (low-income housing) organizations regularly entrust TAPAJ with service contracts – a testament to their strong commitment ! But what motivates these providers to partner with TAPAJ?

With the TAPAJ program, “this concept of integration takes on its full meaning,” says Marion Attra, Director of Community Engagement at Ligeris. Like other social housing providers, she calls on TAPAJ participants to help improve the quality of life in neighborhoods. This collaboration addresses both social and urban management challenges at the local level, fostering stronger, more cohesive communities.

The partnership between social housing providers and TAPAJ began in 2018 with the signing of the first agreement and has continued to grow ever since. What started as one-off contracts has evolved into annual or even multi-year agreements and framework contracts with scheduled regular interventions. This reflects a deepening and solidifying collaboration, ensuring sustainable cooperation to support both TAPAJ participants and the improvement of local communities.

The worksessions carried out with Ligeris, such as bulk waste removal and cleaning around residential areas, are well-received by residents. TAPAJ participants operate in priority neighborhoods (QPV), providing an added service for tenants in these areas. After some initial explanation of the program, the initiative was positively embraced. “People now recognize them in the neighborhoods,” says Marion Attra with a smile.

In addition to meeting residents’ needs, the innovative mission of TAPAJ aligns perfectly with the commitments of social housing providers: youth support, inclusion, solidarity, and the fight against poverty.

Commitment to a Social and Ecological Approach

By using work as a stepping stone toward comprehensive support, TAPAJ positions itself within the field of social integration. This allows organizations to engage TAPAJ participants to fulfill social inclusion clauses in various projects, such as those under the New National Urban Renewal Program (NPNRU).

For social housing providers, TAPAJ offers an innovative and distinctive solution tailored to meet these specific requirements, combining practical service delivery with a strong commitment to social impact and youth empowerment.

Marion Attra was unfamiliar with TAPAJ at first, but she was immediately impressed by the program. “Being able to support people in difficulty makes perfect sense in neighborhoods where challenges already exist. It can show our tenants that programs like TAPAJ and others are available, as we have several agreements in place,” explains the Director of Community Engagement at Ligeris.

What she particularly values about TAPAJ is that it doesn’t focus solely on the work aspect. “There’s so much more to it: it’s comprehensive support from start to finish—not just ‘we do the job and get handed cash at the end.’ It’s this holistic care approach that I found really compelling,” she emphasizes.

“It’s important for our tenants to see that Ligeris is involved in various local initiatives and that we are here to support them,” emphasizes the Director of Community Engagement for the housing provider in Tours. This commitment aligns with the emerging concept of Territorial Corporate Responsibility (TCR), which encourages collaboration among a wide range of local stakeholders to create a positive impact on the region.

This value is deeply rooted in the mission of social housing providers, who work with diverse organizations to address the specific needs of their residents. TAPAJ is one such partner. For example, Est Métropole Habitat compensated 475 young people—including TAPAJ participants from both priority neighborhoods (QPV) and other areas—through the “Chantiers Jeunes XXL” projects in Villeurbanne and Saint-Jean.

Helping the most vulnerable young people, strengthening social cohesion, and positively impacting local communities—these are key objectives of TAPAJ that align perfectly with the social commitments of HLM organizations! Through collaborative efforts, TAPAJ supports both youth empowerment and community development, contributing to a more inclusive and resilient society.

Housing Providers + TAPAJ: Diverse Projects Supported by the ATFBP

The services that housing providers can entrust to TAPAJ participants are diverse. These include tasks related to the environment, such as green space maintenance, waste management, and bulk waste removal, as well as building-related work like cleaning and renovations. TAPAJ participants can also assist with moving services and document distribution.

Most importantly, TAPAJ contributes to the completion of specific projects that qualify for the abatement of the Property Tax on Built Properties (TFPB). This collaboration offers a practical and impactful solution for housing providers to improve living conditions while supporting social integration and youth employment.

Enhancing Spaces through Murals: TAPAJ Montpellier and Hérault Logement (2021)

More recently, TAPAJ participants have even created murals, offering a rewarding experience that highlights their creativity. These works not only beautify the neighborhoods but also provide enjoyment for the residents who benefit from the improved surroundings.

The only requirement for these projects is a low threshold of entry, which ensures that young people can participate without facing high barriers. This approach helps them gradually build self-confidence and develop their sense of empowerment, fostering both personal growth and professional development.

Building and Evolving Partnerships

Every partnership with a housing provider is unique. TAPAJ works collaboratively to co-create each project, contract, and agreement, tailoring them to the specific needs expressed by the partner. After an initial contact with the territory’s ecosystem development officers, a specifications document is prepared.

This approach ensures that projects are well-aligned with local priorities and that all stakeholders are fully engaged, fostering a partnership that promotes both youth empowerment and community development.

“Bulk Waste Removal” Project with Ligeris

According to Marion Attra, the process—from drafting the agreement to executing the services—went smoothly. “Initially, the first projects were always carried out alongside our own staff. Now, the TAPAJ participants work independently. The fact that someone from the program is always present during each project is reassuring,” she explains.

Although the service is outsourced, participants are supervised by a program representative who not only monitors the work but also builds a relationship with the young workers. There is also a practical aspect to this collaboration. For example, Ligeris provides the CAARUD with project dates at the start of the year, “which helps them plan ahead and recruit TAPAJ participants.”

The projects offered through TAPAJ can evolve in various ways, including location, duration, and type of tasks. This flexibility shaped Ligeris’ approach to their partnership. It began with the signing of an agreement in early 2023, establishing a monthly project in Tours.

“We added Joué-lès-Tours at the end of 2023. I’m taking things step by step because the goal isn’t to overwhelm them,” explains the Director of Community Engagement at Ligeris.

During a steering committee meeting in September to review the year’s progress with TAPAJ Tours, she even suggested adding a third project to further strengthen the partnership and expand opportunities for participants.

“We’re currently the only organization in Indre-et-Loire to have signed a partnership agreement with CAARUD 37,” notes Marion Attra with some regret. “We hope this will inspire our fellow housing providers because we believe in it and are proud of this collaboration.”

The goal is to expand these partnerships beyond the Touraine metropolitan area. To support this effort, TAPAJ France will be present at the HLM Congress from September 26 to 28.

2023: A Year of Consolidation and Growth

More and more young people were supported by the TAPAJ program in 2023, with an increase in both the number of projects and long-term contracts. These are just some of the good news highlighted in this year’s activity report!

While the program is centered around work, it’s important to remember, as our President Jean-Philippe Henrotin says, that it is “a gateway to reconnect with oneself and with society.” This is reflected in the positive outcomes of those who completed the program last year.

TAPAJ France is proud to share the 2023 activity report, presenting last year’s results. The number of TAPAJ participants supported has increased, along with the number of work projects offered. These positive figures highlight the continued growth and success of the program in creating more opportunities for young people.

While the TAPAJ network continues to grow, TAPAJ France has focused on strengthening ties with existing programs. Through technical committees, training sessions, and the “Café TAPAJ” meetings, the association supports CSAPA and CAARUD organizations in every aspect of the program’s implementation.

We sincerely thank them for their dedication, which helps support more young people each year.

Our gratitude also goes to our key funders—prefectures, DREETS/DDETS, ARS, local authorities, and many others. Their support is essential to the sustainability of both the association and the local programs.

We have also reworked our business strategy, focusing on Territorial Corporate Responsibility (TCR), which appears to be delivering results. The increase in long-term contracts is helping to stabilize several local programs.

The support of key partners—housing providers, local authorities, and recycling and waste management companies –remains crucial in providing continued assistance to TAPAJ participants. This collaboration strengthens the program’s impact, offering more stability and opportunities for young people.

The external evaluation of the TAPAJ program, conducted by Pluricité, was completed in December. The report commends the program’s efforts and highlights the crucial support provided to our members.

This support increased significantly in 2023, and we are committed to continuing and enhancing it in the future to strengthen the program’s impact on young participants and local communities.

TAPAJ: A Key Actor in Place-Based Corporate Social Responsibility

96% of French people believe that a company should have a territorial responsibility, an essential issue for two-thirds of them. This Territorial Corporate Responsibility (TCR), a concept that emerged in 2018, aims to create a positive impact through local stakeholder synergies. But how is it implemented in practice ?

Offshoring, growing inequalities, and environmental degradation… Globalization has shown its limits, highlighted by recent crises. “Partnerships between various local stakeholders” could provide solutions, according to a 2018 report by France Stratégie. Titled “Toward Territorial Corporate Responsibility,” the report emphasizes actions and collaborations developed at the local level. This is when the concept of TCR began to emerge in practice.

This is not about Corporate Social Responsibility (CSR), which integrates the activities of organizations (companies, associations, etc.) within a global, national, or even international context. Territorial Corporate Responsibility (TCR), on the other hand, emphasizes the local roots of stakeholders.

Marilyne Filippi, an associate researcher at INRAE – AgroParisTech, defines TCR as the commitment of companies to “go beyond their usual boundaries and work closely with the actors of the territories where they are located” (Territorial Corporate Responsibility, 2022).

TCR benefits both territories and their communities.

The 2022 study by Toluna and Harris Interactive for ESS France highlights the importance of local synergies.

At least 95% of the 1,002 respondents believe that companies should consider economic, social, and environmental issues when developing their strategies.

For 9 out of 10 French people, “a company that invests in the territory where it operates can stand out from its competitors.”

Through these collaborations, companies strengthen their legitimacy. By operating at a local scale, they also contribute to the self-sufficiency of their territory in terms of resources and help reduce costs. In this mutually beneficial relationship, each partner gains from the expertise of the others. Ultimately, it is the pride of directly contributing to the improvement of living conditions for fellow citizens that is at stake.

While the acronym TCR includes “companies,” territorial responsibility concerns everyone! According to ESS France, 47% of French respondents believe that large companies do not act responsibly toward the territories where they are based.

TAPAJ is a counterexample: the association develops local partnerships with organizations like Suez and SNCF, which offer work projects in various cities. It also collaborates with small and medium-sized enterprises (SMEs), local authorities, and other community partners!

TAPAJ: A Tool That Grows with the Local Community

With 71 programs across mainland France and the Overseas Territories, TAPAJ integrates deeply into local communities. We refer to these as “ecosystems,” built on the expertise of each supporting medico-social organization. CSAPA and CAARUD tailor the TAPAJ program to fit their territory’s needs, ensuring that young people can fully engage with and benefit from the initiative.

At TAPAJ, Territorial Corporate Responsibility (TCR) is demonstrated through a threefold structure: the connection between our national association, local medico-social organizations, and the businesses and institutions offering work projects.

“The TAPAJ ecosystem is broad and includes large private and public companies, foundations, and local authorities, fitting into a local institutional and associative dynamic,” states a 2022 MILDECA report. By providing work opportunities, these public and private organizations directly support the most vulnerable young people in their communities, alongside many other partners!

What about the environment ?

TCR addresses both social and environmental impacts within a territory. The COP 21 held in Paris in 2015 established 17 Sustainable Development Goals (SDGs). The core mission of TAPAJ aligns with six of these goals:

Beyond these goals, each project carried out by TAPAJ participants can contribute to achieving them. Here are a few examples:

Pluricité Assesses TAPAJ’s Expansion

At the end of January, TAPAJ France published its third evaluation, providing an opportunity to showcase the program’s gradual development. On Tuesday, March 12, we welcomed over 100 participants to a webinar organized to share the results.

As part of TAPAJ’s integration into the National Strategy for the Prevention and Fight Against Poverty (2019-2022), the main goal was to deploy 70 programs across mainland France and Overseas Territories by the end of 2022. This marked a significant scaling-up effort with the creation of over 50 new programs!

Expansion of TAPAJ Programs Across France :

Completed in December 2023, the evaluation by Pluricité focused on the scaling-up of TAPAJ programs, the satisfaction of implementing organizations, and the sustainability of these programs. Evaluators highlighted the added value of TAPAJ France in supporting program implementation, partnership development, and member training.

Key findings include :

Territorial expansion and a diversified economic model supported by TAPAJ France.
Improved professional practices with stronger skills in risk reduction.
Greater collaboration between medico-social services, job training, and employment.
Positive impacts on participants, including increased confidence, greater healthcare access, and closer educator support.

Recommandations

Set a minimum staffing ratio for supervision, with the educator as the key role.
Ensure sustainable funding.
Increase partnerships for more work projects.

Three Evaluations in 10 Years !

This evaluation follows two earlier ones conducted at key points in TAPAJ’s development.

In 2014, after two years of operation in Bordeaux, the first evaluation, led by Emmanuel Langlois, a sociology professor at the University of Bordeaux, explored the framework for expanding the program to new pilot territories. It provided essential recommendations for TAPAJ’s growth (link here).

In 2019, the focus shifted to analyzing TAPAJ’s impacts on participants, program implementers, and partners, as well as its expansion. This evaluation was conducted by the University of Sherbrooke and the University of BFC, commissioned by the Interministerial Mission for Combating Drugs and Addictive Behaviors (MILDECA) (link here).

TAPAJ: A Hub of Innovation for Many Researchers !

TAPAJ appears in numerous research studies and articles across diverse fields such as social work, medicine, sociology, philosophy, psychoanalysis, public policy, and architecture. We have been cited in over 30 scientific publications and have collaborated on several written works.

This inspires us to explore new research avenues within our working groups, as studying our social impact measures remains crucial to adapting our approach to different ecosystems. The entire TAPAJ France network is continuously encouraged to rethink and evolve its service offerings and topics of focus in response to these new contributions.

More Than 10 Years Together. Thank You, SNCF!

Thierry Merlaud, Manager of Societal Engagement and SNCF Foundation Representative for Nouvelle-Aquitaine, spoke early about the partnership:

“I believe we have a strong partnership with TAPAJ. It is highly cross-functional and positively impacts several of our societal initiatives: addressing homelessness in stations and supporting the integration of people far from employment.”

The success of the first collaboration in Bordeaux paved the way for expansion to cities like Pau, Marseille, Paris, Lille, Montpellier, Strasbourg, Avignon, Nice, Clermont-Ferrand, Poitiers, Libourne, and Lyon.

In 2023, new, unique partnerships emerged. One example is a project combining waste sorting with both social support and circular economy goals. This initiative began with a meaningful encounter with Xavier Deneuville, Supply Chain Coordinator in France—an engaged professional with a strong commitment to social causes.

With the guidance of an illustrator and a photographer, young aspiring artists created a vibrant, original mural that now brightens the walls of the SNCF Technicentre La Mulatière. Both the participants and the project team are delighted with the result—and so are we!

This is yet another inspiring story of encounters and constructive partnerships, driven by the efforts of Anne-Sophie Courbière, Eva Fouldrin, and Dominique Mounier.
