TAPAJ is an innovative program supported by the
French government, enabling young people aged 16 to
25 in precarious situations to regain control of their life
trajectory and prevent their addictive behavior through
medical-psycho-social support and a same- day job that
doesn’t require any particular qualifications or skills, and
doesn’t commit them immediately over the long term.
TAPAJ : alternative employment for daily pay, is a medico-
psycho-social risk reduction initiative and a graduated
response designed as successive stepping stones.
TAPAJ IS A GRADUAL RESPONSE DESIGNED IN SUCCESSIVE STAGES
3 phases with an increase of working hours and level of support.
Stage 1
Initial Contact
Immediate engagement through street outreach workers, care centres, or even a simple phone call — leading to a paid 4-hour work placement the very next day.
Stage 2
Onboarding & Care
Together with healthcare and social professionals, TAPAJ participants explore their situation and define their priorities: whether administrative, medical, housing, legal, or social.
Support is global, respectful, and co-designed with the TAPAJeurs.
Work contracts extend to an average of three days, with weekly payments reinforcing structure and autonomy.
Stage 3
Ongoing Support
With growing trust and experience, participants gradually increase their work hours. Some may explore small-scale independent tasks or begin take on new roles within TAPAJ.
At this stage, support becomes more personalized and more aligned with each young person’s pace and aspirations.
A wide network of partners supports access to employment, healthcare, housing and legal or administrative services. There are no predefined paths or fixed outcomes ; just a flexible, human approach to helping each person move forward, one step at a time.

The TAPAJ National Event are back ! For two days, our network will be together to think, share and exchange ideas. This edition will focus on a centrale question: “Europe of health, Europe of precariousness : what future for a holistic approach ?”

TAPAJ France exhibited for the first time at the 2024 National Social Housing Congress in Montpellier to sign four long-term agreements at the 2024 HLM Congress, boosting job access for youth in 13 territories.
Housing providers are now key players in the program’s deployment and sustainability.
