In the field​

Care and Support Centers for people use drugs, key harm reduction actors within the TAPAJ community, work alongside TAPAJ participants and connect them to a broader partnership ecosystem.

The TAPAJ Community led by TAPAJ France

TAPAJ France brings together specialized Care and Support Centers for people who use drugs that are committed to implementing the TAPAJ program, in close collaboration with local partners and public authorities.

As part of its contribution to the National Strategy to Combat Poverty, TAPAJ France supports this multisectoral ecosystem by acting as a national network coordinator, focusing its efforts on four key areas.

Supporting the Creation of New Programs

From initial inquiries to full operational rollout, TAPAJ France has developed tailored support strategies adapted to the wide variety of actors and institutions it collaborates with.

Each new program request begins with an analysis of the local ecosystem to identify existing dynamics and potential development drivers. A lead Care and Support Addiction Center for people who use drugs is then identified to anchor the program, helping to define its structure and explore job creation opportunities for young people.

The TAPAJ France Board then reviews the application to approve the new member’s official entry into the network. Once approved, the program lead receives comprehensive, personalized support covering partnership building, commercial opportunities, budgeting and fundraising, and professional practices.

Fostering the TAPAJ Network

Committed to both maintaining the program’s core principles and recognizing the unique expertise and characteristics of each local context, TAPAJ France aims to foster a dynamic network where actors exchange ideas, refine practices, and grow collectively; today for the benefit of TAPAJeurs, and tomorrow, in collaboration and partnership with them.

This mission unfolds across three key areas:

1. Thematic trainings and peer learning (harm reduction, side-by-side practices, managing a client ecosystem, etc.)
2. National, regional, and topic-specific meetings, as well as leadership roundtables
3. Interactive internal tools and shared resources, including a forum, resource center, communications tools, and PARTAJ: our internal management and reporting platform.

Strengthening Commercial Development

Since work is the primary lever of action within TAPAJ programs, supporting the growth of local job platforms remains a key focus. This includes both methodological support for commercial outreach and the operational implementation of job opportunities aligned with the specific support plans of each member organization.

Moreover, each new technical need contributes to enhancing the network’s collective commercial expertise and fosters the development of specialized skills in areas such as: Work integration through economic activity (WIEA), Reserved contracts, Urban policy frameworks, Social and solidarity economy (SSE), Corporate social responsibility (CSR).

Together, these dimensions reinforce the economic model that sustains TAPAJ.

Enhancing Quality and Driving Continuous Innovation

With the goal of improving both the quality of activities and their impact, each member organization contributes to the periodic monitoring and evaluation of its program. This collection of quantitative and qualitative data helps maintain ongoing oversight of program implementation, identify emerging needs, and explore avenues for evolution at the national level within a Research & Development framework.

For this reason, TAPAJ is currently launching pilot initiatives targeting new populations and issues, including young people from priority urban neighborhoods (under Urban Policy frameworks), tailored support for minors within TAPAJ, youth exiting prison and the prevention of reoffending, and rural and peri-urban territories.
